William “Bill” Fields President and Co-Founder of Surtec, Inc. passed away on Thursday, April 11, 2019.
In 1975, with his partner Don Fromm, Surtec was started as a manufacturer of janitorial and floor maintenance chemicals. Prior to the conception of Surtec, Bill had over 17 years of sales and consulting experience with two national chemical manufacturing companies. Bill’s expertise was designing custom maintenance programs to address and solve the specific needs of many different types of customers.
Bill’s passion and the company’s founding principles were to develop and manufacture superior products for the cleaning and maintenance industry that provide exceptional results while reducing costs.
Surtec has developed and patented truly green maintenance equipment, such as high-speed buffers, with vacuum systems that drastically improve indoor air quality and save labor dollars. A total of five patents have been granted to Surtec, for unique janitorial and maintenance equipment technology.
Bill served on the Tracy Chamber Board of Directors & Executive Committee from 2004 to 2017.
In 2015, Surtec was honored at California Small Business Day, as Small Business of the Year, District 13. Surtec was celebrated for their hard work and dedication to the community. California Small Business Day honored 80 out of 3.3 million small businesses in the State of California for their contribution to the state’s economy.

2017 – Business Person of the Year – Presented by Greater Stockton Chamber of Commerce
In the past decade, much of the company focus has been on Polished Concrete and it’s maintenance, with specifically developed products, programs, and hands-on training workshops for customers several times a year.
Love of Classic Cars
An admirer and collector of classic cars, Bill maintained membership in several car clubs in the Bay Area over the years. Most recently, he reveled in the full restoration of his 1950 Ford Convertible. He was beyond thrilled to complete this labor of love.
In 1991, Bill Fields founded the Surtec Adopt-A-Family Program to provide a happier Christmas to children of needy families in the community by providing food and gifts. No administrative costs are ever taken from the project, all of the help is on a volunteer basis, and all funds and goods go directly to the needy families. To date, 7,762 families and 21,832 children have been recipients of the program.
The Surtec family of employees will deeply miss their friend, mentor and leader, but are determined to carry on with Bill’s mission to provide highly valued products and services to their customers. More than four decades after it’s founding, Surtec continues to thrive with a quality team of dedicated professionals.
